This person is most often aligned with the Finance area. It’s almost an area unto itself, usually near the top. They handle press release content and timing. Depending on the size of company, they may be involved with CFO regarding splits and types of offerings (more shares, preferred shares, bonds, etc.)

Various Titles – generally related to ‘Communications’ or ‘Public Relations’. Examples of titles would be "Public Relations Officer" or "Vice-President, Communications".

Market manipulation is illegal. No company has anyone in such a position.

However, many companies have a group within the company that handles Investor Relations. You can usually find information about that group on the company’s web site. The head of that group may have a title like Director of Investor Relations or VP of Investor Relations.

Companies also determine whether to issue new stock or buy back stock. These decisions are usually made by the Board of Directors with input from the CFO (Chief Financial Officer).
